Rototiller engine slows and stalls when tines hit the ground?

I’m trying to dig a new flower bed and my rototiller is giving me problems.
It seems to work fine until I put the tines in the ground. When I do that, the engine will slow down, and if I don’t pull it up, it will eventually stall. It seems like the engine is not powerful enough to dig into the soil, but I’m sure that is not the problem, because I have used it to dig in the area before. It helps if I push the speed lever to the fastest position, and push the choke lever to the middle, but it still happens.
What could the problem be, and how do I fix it?

my tines are jammed tight but the wheels turn ?i have hit with a big hammer and solid jammed.is this chain drive or gear driven?it a rear tine craftsman.thanks

Betore MDT bought Troybilt. The Horse model had the reverse rotating tines. Why did MTD change the direction of the tines.
I would like to have the Horse back with the Reverse Rotating Tines.
